On 24 April, CHILD CIRCLE moderated a High level meeting on Europe’s challenge to ensure a rights perspective for children in migration organised by the Swedish Ombudsman for Children and the Children's Welfare Foundation.

On April 12, the European Commission adopted a Communication on the protection of children in migration.  Child Circle welcomes the Communication which represents real progress through a clear EU focus on the specific needs and rights of all migrant children.  Their rights should be fully respected, in all situations, whatever their status. The urgency of this action is very real, with abuse, exploitation, detention and collective expulsions of children within the EU regularly reported. “Determined, concerted and coordinated follow-up”, as called for by the Commission, will be vital.  At EU, national, local and regional levels, stakeholders should work together closely to guarantee rights are fulfilled, tackle challenges and scale up promising practices.  CHILD CIRCLE will be a focal point in a new initiative to strengthen advocacy regionally around EU action in the field. As the European Parliament reviews the proposed recast of the Dublin Regulation, Dublin amendments concerning children have been jointly formulated and supported by the following organizations: Child Circle, DRC, ECRE, ICJ, IOM, Save the Children, NIDOS, UNICEF and UNHCR.

On 14 and 15 March CHILD CIRCLE participated in the last PROMISE exchange meeting and study visit to the MDCK in Haarlem, the Netherlands. The exchange meeting brought together representatives from European authorities and services promoting the Barnahus model in Europe to learn from the experience in the Netherlands and to discuss, among other things, the 10 Quality Standards for European Barnahus, which will be published in late May/early June. ​​​​

CHILD CIRCLE meets with the Council of Baltic Sea States in Stockholm to discuss implementation and follow up on the PROMISE project. Child Circle is responsible for drafting a Good Practice Guidance, which includes 10 quality standards for Barnahus in Europe. The Good Practice Guidance and the standards will be published in April 2017.

On June 30 CHILD CIRCLEparticipated in a roundtable at the European Parliament on children under the proposed new Dublin Regulation concerning asylum seekers in Europe. The roundtable was hosted by Cecilia Wikström MEP who is the rapporteur for the Parliament on the Dublin negotiations.  Child Circle believes that, although the basic rules of the existing Dublin Regulation on family reunification have the potential to alleviate the situation of children arriving into Greece and Italy, they are failing to do so. Any changes to the Dublin rules need to fix these failures.  However, the proposed Commission revision leaves many problems unresolved and may indeed create new ones. Further work is needed to deliver procedures that respect children's rights.

On June 14-16, CHILD CIRCLE participated in the second PROMISE exchange in Iceland​, together with 42 other participants from child protection services and authorities across Europe. The participants enjoyed a visit to the Barnahus (Children's House) in Reykjavik, and engaged in ​two days of exchange country meetings and training concerning multi-disciplinary, inter-agency responses to child victims of violence.  For more information about child protection and Barnahus in Iceland, please visit www.bvs.is/english​

On June 13, CHILD CIRCLE attended the launch at the European Parliament of the ICMPD report on The Implementation of the Common European Asylum System commissioned by the LIBE Committee of the EP.  The report inter alia focuses on the need for the involvement of child protection actors and multidisciplinary assessments of children's situations, as well as improved procedures for durable solutions.

On June 13, CHILD CIRCLE and other organisations working with children in migration met with Commissioner Jourova, Justice Commissioner for the European Commission, on the situation of children in migration. Child Circle emphasized the need to involve child protection actors and to forge better transnational mechanisms across Europe, to address Dublin transfers, disappearances, trafficking cases and family reunification.

On May 12, CHILD CIRCLE participated in a second Child Protection Hub advisory panel meeting, following the regional conference on the Impact of Decentralisation on Social Services Policy Forum.

In May came the announcement of the success of the DCI led project application "My Lawyers, My Rights" which will focus on the implementation of the new EU Directive on child suspects and child accused.  CHILD CIRCLE will focus on integrating child protection principles directly linked to juvenile justice into the project outputs. The goal will be to enhance interaction and collaboration between the justice system and the different social/protection services.

On April 28/29, CHILD CIRCLE participated in the first event of the EU funded Separated Children in Judicial Proceedings in which we are a partner. We contributed to the panel on European and international avenues of recourse for children, including the newly adopted UN Optional Protocol No 3, the European Court of Human Rights, and the Committee of the Social Charter.  As part of the series of mutual learning and training events, Child Circle is organizing a Brussels event in October.

On March 17, CHILD CIRCLE attended the final conference in the DCI-led Project 12 on children's right to participation and the juvenile justice system. The Handbook "TWELVE - Children's right to participation and the juvenile justice system, theory and practices from implementation", was presented during the final seminar. The Handbook aims to offer inspiration and guidance on how to make the participation of children in the juvenile penal justice system more effective and meaningful.​

On March 2, the SUMMIT Project, coordinated by Missing Children in Europe, and in which CHILD CIRCLE is a partner, launches its report on disappearances of unaccompanied children, examining practices in the field of prevention of disappearances, responses, after care and training of professionals. ​​On  February 12, CHILD CIRCLE meets with AIRE on new project "Separated Children in Judicial Proceedings" which aims at promoting a child-centred approach by legal professionals who work with children separated (or being separated) from their families.

On February 4, CHILD CIRCLE participates in a meeting with European Commissioner Jourova on children in migration and the European role.   The Commission subsequently publishes its Commission Communication on the State of Play of Implementation of the Priority Actions under the European Agenda on Migration  which notes that the European Agenda for Migration put a particular emphasis on the need to protect children and emphasised ongoing work to employ a comprehensive approach for the protection of children throughout the migration chain.

On February 3-4 CHILD CIRCLE participated in the first PROMISE Exchange Meeting in Zagreb. The exchange gathered 32 participants from across Europe to discuss multi-disciplinary and interagency models for child victims and witnesses of violence. Forced Migration Review publishes an article on unaccompanied children in Europe co-authored by CHILD CIRCLE and Jyothi Kanics, a.  Forced Migration Review on 'Destination: Europe' is now online www.fmreview.org/destination-europe: Europe is experiencing the mass movements of displaced people in a way that it has largely been immune from for decades. In this issue of FMR, authors from a wide variety of perspectives throw legal, practical, moral and experiential light on the multifarious issues and manifestations that make up this 'migration crisis'. FMR 51 includes 43 articles on 'Destination: Europe', plus five 'general' articles.

On December 14 and 15, CHILD CIRCLE participates in the annual conference of the European Asylum Support Office in Malta on activities on children in 2015.  Discussions included a review of the EASO Age Assessment Manual and explored the potential scope of the EASO​ Upcoming Tool on Best Interests of the Child.

On December 1, CHILD CIRCLE participates in the expert seminar in the European Parliament hosted by Jean Lambert, MEP, on the ENS report "No Child Should be Stateless"  - in which there were lively discussions on the different dimensions of the problem and the respective roles of the Member States, the EU and other stakeholders in addressing this problem in the EU.  Consensus that this issue can and must be solved. ​

On November 26-27, CHILD CIRCLE participated in the expert meeting on "EU Children at Risk" at the Fundamental Rights Agency in Vienna, which explored what tool might assist Member States to enhance the protection of children who are trafficked within the EU, with a focus on transnational cooperation to find durable solutions for children.

On 18 November, the European Children's Rights Unit at the University of Liverpool launched the book 'The EU and the Global Protection of Children's Rights: Norms, Laws and Policy Dimensions' (Stalford, H. and Iusmen, I (eds)) ​in the European Parliament. CHILD CIRCLE is proud to have contributed to the book with a chapter entitled 'The EU and Child Protection Systems: the role and the impact of the EU in advancing children's protection rights'

​​On November 13, CHILD CIRCLE attended a conference in Dublin on Durable Solutions for Separated Children in Europe, the Irish Refugee Council led EU funded Project for which it was a regional advisory panel member.

On November 10, CHILD CIRCLE​  moderated a panel on country research in at UNICEF’s European Expert Meeting: “Better information, better decisions: UNICEF’s Child Notices; Country of Origin Information from a child right’s perspective”. In its panel presentation UNHCR refers to its report on assessing the credibility of child asylum seekers “Heart of the Matter”.

Child Circle is proud to contribute and support both the UNICEF Child Notice Project and The Heart of the Matter.​

On November 9, CHILD CIRCLE participated in an informal exchange with the European Commission on issues confronting children in migration and concrete and practical actions which the EU and stakeholders can work together to achieve:

Child Circle, UNICEF, UNHCR, IOM, ICRC, OCHCR, ECRE, Missing Children in Europe, PICUM and Save the Children met with colleagues from DG Justice, HOME, NEAR, DevCO, ECHO, SANTE, EAC, and the EU agencies, EASO, FRA and FRONTEX. The meeting was a good starting point for an ongoing exchange of information on regional initiatives on crucial issues for children in migration in the current crisis including their dangerous journeys to Europe, preventing and responding to trafficking, children in detention, children in hotspots and relocation, restoring family links, improving reception and integration, involving child protection actors& inter-agency work.​

On 4 November, CHILD CIRCLE​  ​participated in the first advisory panel of the Child Protection Hub in South East Europe, which aims to build knowledge management, capacity building and advocacy around a regional network of professionals and agencies. It is supported by a dynamic and interactive online platform Child Hub. The focus of this platform is given to services and skills addressing situations of abuse of and violence against children. 

Child Circle is proud to support this excellent platform and help connect it with ongoing regional initiatives.

On 20-21 October CHILD CIRCLE​ particpated in the kick-off of the PROMISE project in Stockholm. The project partners, including CBSS, Child Circle, HAPI, the Verwey-Jonker Institute,  the KENTER in the Netherlands and Child and Barnahus in Iceland, Linköping and Stockholm met to deliberate on the project vision and implementation.

PROMISE aims at promoting child-friendly multi-disciplinary and interagency services supporting child victims of violence, providing them with access to justice, avoiding re-victimization and ensuring high professional standards for recovery.

​​On 9 October CHILD CIRCLE​ attended a meeting of The Safeguarding Unaccompanied Migrant Minors from going Missing by Identifying Best Practices and Training Actors on Interagency Cooperation (SUMMIT) project in London with Missing Children in Europe and project partners DCI Netherlands, KMOP (Greece), Nidos, TUSLA (Ireland) and the University of Portsmouth.  The meeting discussed the analysis of research into responses to the disappearances of unaccompanied children and the content of the handbook which should flow from the analysis.

On 21 September the European Network on Statelessness launched a report as part of its ongoing campaign seeking to end childhood statelessness in Europe: No Child Should be Stateless

CHILD CIRCLE​​ ​​ is happy to have contributed to the report and to support this campaign.

The report explains why many thousands of children continue to grow up stateless due to gaps in European nationality laws or obstacles preventing birth registration. The report reveals that even among those states that have acceded to relevant international conventions, more than half are still failing to  properly implement their obligations to ensure that children acquire a nationality. ENS's research also sheds light on new and emerging cases of childhood statelessness, including the risk faced by children born to refugees and migrants or through surrogacy, adoption or to same sex couples.   No child chooses to be stateless but for those affected this can mean growing up without access to rights and services, denied opportunities, unfulfilled potential and a sense of never quite belonging. It brings hardship and anguish to children and their parents alike. Yet this is an entirely solvable problem, and the report concludes with a series of recommendations designed to guide action to more effectively address – and ultimately end – childhood statelessness in Europe.

On June 3, CHILD CIRCLE attends the UNICEF EU Office and Fundamental Rights Agency seminar on children in justice proceedings on the occasion of the publication of two key reports.  Welcome insights into some of the challenges and good practices across the region.  The FRA report which provides perspectives of professionals will provide practitioners and policymakers with a useful tool for discussions nationally.

On February 6, CHILD CIRCLE participated in the regional advisory council meeting on the UNICEF Child Notice project ("Better information for durable solutions and protection"). The project concerns the development of country of origin information relevant to finding durable solutions for children concerned by asylum, migration and trafficking procedures in EU Member States.

CHILD CIRCLE meets with Council of Baltic Sea States in Stockholm regarding project to promote and strengthen multi-disciplinary and inter-agency services for child victims of violence across Europe​.

CHILD CIRCLE meets with office of Cecilia Wikistrom MEP, alongside Save the Children and UNHCR, for an exchange of views on the amending regulation to the Dublin III Regulation, addressing the Member State responsible for hearing the asylum application of an unaccompanied children who have no family members or relatives in Europe.

CHILD CIRCLE attends conference in Amsterdam hosted by Nidos on Reception and Living in Families for unaccompanied children, which explores national experiences of receiving unaccompanied migrant children in foster families. Some of the interesting questions addressed: how are families recruited, trained and supported? How are children supported through the process? How does this approach compare with living in reception centres or specialised facilities?

CHILD CIRCLE  visits Child Focus Belgium, as part of the SUMMIT Project, to learn more about the experiences of missing children hotlines in responding to disappearances of unaccompanied migrant children.
